Starting a business in 2025 may be tougher than ever, but some states are making it easier for entrepreneurs to succeed. A new study from Patriot Software analyzed startup survival rates, LLC filing fees, and tax climates across all 50 states to determine which parts of the country offer the most business-friendly environments.

The analysis reveals that South Dakota ranks as the best state in America to start a business in 2025. The state combines a strong startup survival rate of 78.5% with one of the top five tax climates in the nation, giving new ventures a better chance to grow and thrive. With low taxes and minimal bureaucratic hurdles, South Dakota stands out as a haven for entrepreneurs looking to stretch their startup dollars.

Montana earned a spot in the top three, driven by its low cost of entry (just $35 to file an LLC) and a healthy 76.4% survival rate for new businesses. The Big Sky State’s favorable tax policies also place it among the top five for overall tax climate, offering an inviting combination of affordability and long-term sustainability for small business owners.

Meanwhile, Washington impressed with the highest 1-year startup survival rate in the nation at 86.4%, suggesting that new businesses there are finding early success despite the state’s higher operating costs. The findings highlight how local economic factors, cost of living, and access to skilled labor can significantly influence startup outcomes.

Beyond the numbers, Patriot Software’s study also surveyed entrepreneurs across the country to better understand the current business landscape and their outlook for the year ahead. Despite persistent economic challenges, the results show a cautious but enduring optimism among business owners.

When asked about their biggest concerns, 52% of entrepreneurs cited inflation and rising costs as the top challenge, reflecting ongoing pressure on budgets and margins. Yet, a majority (62%) believe 2025 is still a good year to launch a business, signaling confidence in the resilience and adaptability of America’s entrepreneurial community.

Technology is also reshaping the way startups operate. Over half (51%) of respondents said they are using AI tools, particularly for marketing, social media, and customer engagement. This shift shows how digital innovation continues to level the playing field for small businesses, enabling founders to compete more efficiently and creatively.

Interestingly, 68% of entrepreneurs reported that they have relocated or plan to relocate to a different state for a better business climate. Factors like lower taxes, fewer regulations, and more supportive local policies are driving migration trends that could reshape America’s startup landscape over the coming years.

Patriot Software’s research underscores a broader truth: while entrepreneurship always carries risk, where you choose to build your business can make a major difference. States like South Dakota, Montana, and Washington are proving that smart policy decisions and a supportive environment can empower small businesses to succeed, even in uncertain times.
